In reply to your Circular despatch of the 16th March last, I have the honour to state that the regulation of Distilleries in this Colony is provided for by sections 3, 4, and 5 of Ordinance No.24 of 1898, a copy of which is enclosed.

There are no other restrictions to which Producers of Spirits are subject.

There are only 10 Chinese holders of Distillery licences, and a table showing the amounts of Chinese liquors distilled in, imported into, sold in, and exported from Hong Kong during 1897 by such Licensees is contained in page XLVI of the Appendices to the report of the Alcoholic Liquors Commission, a copy of which I also enclose.

No Chinese spirits are exported to the United Kingdom according to that table.

I may add that there is one European holder of a Distillery licence, who distils on an average from 20,000 to 30,000 proof gallons of rectified spirits in each
